Urban Housing Solutions sought a strategic plan to align its affordable housing and social services with a cohesive, community-driven vision. WOCC engaged over 130 stakeholders in developing a values framework, guiding operational changes, and supporting pilot programs to help UHS connect mission to daily practice and build a more cohesive, values-centered organization.

WOCC partnered with UHS to lead a holistic, equity-grounded strategic planning process. Over several months, we engaged more than 130 staff, residents, and partners through 1:1 interviews, focus groups, and interactive workshops. This process produced a custom values framework to guide both internal culture and external relationships, ensuring that every decision and partnership aligned with the organization’s mission and principles.
From there, we facilitated department-level goal setting, supported nuanced systems and operational changes, and guided the organization through innovative pilot programming. Our engagement didn’t end with the plan—we provided episodic implementation support, helping departments integrate strategic priorities into day-to-day work and ensuring momentum across the five-year plan’s lifecycle.
